Reports to the Chief Executive Officer

Primary Objective of Position

The Chief Operations Officer (COO) is responsible for directing all transit operational departments including bus and maintenance operations and planning. Plans and develops operational policies, goals and objectives; manages changes and ensures compliance with applicable laws and regulations. The Chief Operations Officer is a member of the Executive Committee. May act on behalf of the Chief Executive Officer in his/her absence.

General supervision is given to all transit system Operations employees. Responsible for direct supervision of the Director of Maintenance; Operation Managers; and Planning Manager.

1. Leadership Management and Oversight

  • Responsible for effective leadership and management of all operations staff, setting goals and performance objectives, and monitoring and adjusting to achieve required results.
  • Manages and maintains safety, customer service and cost effective delivery of all bus and commuter transportation and maintenance services.
  • Teams with the Director of Human Resources in negotiation of the collective bargaining agreement and labor relations issues.
  • Delivers presentations to the Board of Commissioners, other boards, and legislative bodies regarding transit system services and issues.
  • Assisst the Chief Finance and Administration Officer in preparation of annual operations and capital budget, and State Transportation Improvement Program (STIP).
  • Responsible for monthly and annual reporting to the National Transit Database (NTD) and Federal Transit Authority (FTA).
  • Ensures compliance with all aspects of Americans with Disability (ADA) transportation regulations.
  • Develops, reviews and evaluates contract proposals; monitors and evaluates work of consultants, contract personnel and vendors.

2. Operations and Planning

  • Directs the safe and efficient delivery of Fixed Route, Commuter and Dial-a-Ride transportation services.
  • Oversees the development of the long range transit plan and transit element of the St Cloud Metropolitan Area Long Range Transportation Plan. Ensure coordination with the St. Cloud APO, MnDOT and other local and regional transportation planning activities.

3. Maintenance and Facilities

  • Directs and oversees vehicle and facilities maintenance programs
  • Ensures vehicle, equipment and facilities are properly maintained for safe and effective operations.

4. Communicates courteously and professionally and maintains respectful working relationships with coworkers and customers in carrying out job functions.

5. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

  • Knows and follows safety rules and guidelines as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;

Minimum Qualifications

The job requires a bachelor’s degree in business, public administration, transportation or an appropriately related field and a minimum of six (6) years senior management operations and supervisor experience or an equivalent combination of education and experience.

Knowledge, skills and abilities required include:

  • Demonstrated background in operations and personnel management
  • Knowledge of principles, policies and practices of operations management and administration; planning, and supervision,.
  • Thorough knowledge, or ability to quickly develop, of applicable governmental regulations and federal, state and local transit and employment laws.

Community Outreach & Mobility Manager

Primary Objective of Position

The Community Outreach & Mobility Specialist position is responsible for administration of the Dial-a-Ride application process including assessment and determination of eligibility for Dial-a-Ride service. This position will plan and implement one-to-one, small group and classroom training sessions; community outreach; and external marketing of Metro Bus services.

Essential Functions of the Position

1. Evaluate, assess and determine applicant eligibility for Dial-a-Ride service.

  • Evaluate applications and conduct ongoing eligibility assessments for the Dial-a-Ride program through a process of interviews, cognitive testing, functional assessment and coordination with medical professionals to determine applicant eligibility.
  • Provide support and coordinate activities of the Dial-a-Ride Appeal and Advisory Committee.

2. Plan and implement community outreach, training and external marketing of Metro Bus services.

  • Provide community outreach and marketing services to educational institutions, businesses, agencies, organizations and residential facilities to promote Metro Bus services.
  • Plan, develop and implement specific training programs to introduce Metro Bus services to individuals and groups throughout the service area.
  • Work with community partners to ensure bus passes and schedules are adequately maintained.
  • Serve on community committees and task forces.

3. Advise the Community Outreach & Mobility Manager of issues related to the Americans with Disabilities Act (ADA).

The Facility and Bus Cleaner position is responsible for thorough interior cleaning of all Metro Bus facilities, bus fleet and staff vehicles.

Essential Functions of the Position

1. Responsible for the interior cleanliness of all Bus Fleet and Staff Vehicles

  • Cleans all interior surfaces of buses and staff vehicles to include, but not limited to, floors, step wells, ceiling, seats, grab bars, dash, fair box and schedule area;
  • Cleans all interior vehicle windows; and
  • Cleans the driver control area.

2. Responsible for the interior cleanliness of all Metro Bus Facilities

  • General cleaning of lobby, dispatch areas, operator areas, offices, copy rooms, conference rooms, training rooms and hallways;
  • Sweeping, mopping and vacuuming of all Metro Bus facility floors including, but not limited to, offices, hallways and bathrooms;
  • Emptying of all wastebaskets, inserts liners and disposes of all trash into external dumpster;
  • Thorough cleaning of all bathrooms;
  • Wiping down of all flat surfaces; and
  • Occasionally washing windows.

3. Communicates courteously and professionally and maintains respectful working relationships with coworkers and customers in carrying out job functions.

The Fueler position is responsible for fueling, checking and filling fluids, and general cleaning and vehicle condition of all buses and staff vehicles.

1. Fuel CNG and Diesel buses using the tricorder per standard operating procedures.

2. Check fluid levels and empty farebox; record information on proper forms and handheld electronic collection device.

3. Inspect buses inside and outside for defects, perform non-technical repairs or report such defects per procedure.

4. Perform daly basic bus interior sweeping and basic housekeeping duties; clean and dispose of biohazard spills following standard operating procedures.

5. Responsible for installation and removal of interior and exterior postings and advertisements on buses.

6. Wash exterior of bus following standard operating procedures.

7. Communicate courteously and professionally and maintain respectful working relationships with coworkers and customers in carrying out job functions.

8. Perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
