Primary Objective of Position

The Fueler position is responsible for fueling, checking and filling fluids, and general cleaning and vehicle condition of all buses and staff vehicles.

Primary Objective of Position

The Maintenance Supervisor is responsible for administration and supervision of the maintenance needs of all Metro Bus vehicles, equipment, facilities and grounds. The Maintenance Supervisor provides direct supervision and management of the Mechanics, Facilities Maintenance Specialist, Facilities Maintenance Technician, Fuelers and Facility & Bus Cleaners.

    • Ensure proper care and use of tools, equipment and shop areas.

  • Demonstrated background in heavy duty vehicle maintenance;
  • Knowledge in the operating principles of diesel and heavy-duty vehicle equipment, shop equipment and other related vehicle and facilities items;

The Maintenance Manager is responsible for leading maintenance systems, overseeing continuous improvement of maintenance processes and managing the maintenance needs of all Metro Bus vehicles, equipment, facilities and grounds. The Maintenance Manager provides direct supervision and management of the Maintenance Supervisors.

    • Develop and monitor preventative maintenance intervals, checklists, replacement parts, and fluids.
    • Develop benchmarks on fleet performance.

    • Measure actual performance to Maintenance Plan goals, determine reasons for variances and recommend corrective action.
  • Responsible for maintaining, updating, and insuring compliance with the Federal Transit Authority (FTA) guidelines and requirements including the Maintenance Plan, Contingency Fleet Plan, and coordination with the TAM Plan.
  • Monitor compliance with provisions of equipment warranties.
    • Assists with preparation of post warranty settlements.
    • Maintain records of action taken with vendors or manufacturers to recover appropriate remedies due to failures occurring under warranties.
    • Participate in preparation and administration of maintenance and facilities budgets
    • Provide cost estimates for justification for budget requests
    • Oversee and/or direct the maintenance, cleaning and upkeep of all Metro Bus facilities, buses and vehicles, bus shelters, and bus stops.
    • Assist with contract and construction management on all building renovation, new construction and special projects.
    • Assist with developing specifications for maintenance equipment, buses and support vehicle procurement.
    • Collaborate with the Training and Safety Manager to ensure all public facilities comply with applicable fire, safety and other codes.

  • Provide support and coordinate activities of the Dial-a-Ride Appeal and Advisory Committee.

The Operations Manager position is responsible for supervision of the Street Supervisors, Scheduling and Service Support Specialist, Operators, and Dispatch staff in the management of day-to-day operations of Metro Bus’s public transportation system. The Operations Manager is responsible for the administration and/or development of programs to assist with reducing accidents, improving on-time performance, resolving operational issues, customer relations, and enforcing Metro Bus operations rules and policies.

Essential Functions of the Position

1. Management and Supervision of Staff

  • Manage Street Supervisors in daily transit operations including:
    • Monitor Operator’s compliance with established operating procedures, policies, rules, regulations and schedules
    • Monitor service area/route conditions
  • Manage Dispatch staff at Transit Center and Call Center
  • Maintain a visible presence in support of Operator and Dispatch functions and fill in as needed
  • Assist the Human Resource and Safety & Training department in:
    • Screening, interviewing and hiring Street Supervisors, Operators and Dispatchers
    • Planning and preparation of training and re-training programs to new and present operators and dispatchers.
  • Assist the Director of Human Resources with negotiation, interpretation and administration of the terms and conditions of collective bargaining agreements. Work with Union Stewards to ensure contract compliance.
  • Communicate and collaborate with the Maintenance Manager and/or Director to review and address Operator complaints regarding maintenance issues.

2. Manage and Maintain Safe, Effective and Efficient Operations

  • Oversee the safe and efficient delivery of Fixed Route, Commuter and Dial-a-Ride transportation services
  • Analyze and determine Fixed Route, Dial-a-Ride, commuter bus, and dispatch service; national transit database surveyor; work bid development; scheduling and staffing levels
  • Assist Street Supervisors in conducting accident and incident investigations maintaining appropriate written, video and electronic documentation
  • Manage all aspects of compliance with Americans with Disabilities Act (ADA) transportation regulations
  • Manage and analyze internal and external customer issue documentation, investigation and resolution providing follow-up communication with appropriate staff
  • Coordinate with other departments on the use of fleet and/or facilities for special events
  • Participate in preparation of bus operation budget
  • Be available as contact for local emergency services organizations and special work requests

Physical Demands and Working Environment

1. This position is alternately in an office environment and off-site locations including buses and support vehicles requiring alternating periods of sitting and walking.

4. This position requires travel between all Metro Bus facilities and occasional travel offsite. Manager will primarily utilize a Metro Bus vehicle for travel.

Reports to Dial-a-Ride Operations Manager

Primary Objective of Position

The Dispatcher position is responsible for Fixed Route and Dial-a-Ride customer service, Operator scheduling and passenger scheduling. The Dispatcher serves as the primary contact to answer customer requests for information by phone, online or in person.

Essential Functions of the Position

1. Responsible for providing customer service to Metro Bus passengers and staff.

  • Operate two-way radio to communicate with Bus Operators and support staff.
  • Notify Street Supervisors of situations requiring attention.
  • Provide transit services and information to Fixed Route passengers and the general public at the Transit Center.
    • Verify and load cash drawer.
    • Sell fair media and tickets.
  • Provide transit services and information to Dial-a-Ride passengers at the Call Center.
    • Receive Dial-a-Ride customer calls.
    • Schedule passenger rides within Operator shifts.
    • Utilize computerized scheduling software to schedule rides and answer customer inquiries.

2. Receive and document customer comments and complaints.

3. Communicate courteously and professionally and maintain respectful working relationships with coworkers and customers in carrying out job functions.

  • Ability to gain detailed geographic knowledge of the St. Cloud Metropolitan area including the Northstar Highway 10 corridor and downtown Minneapolis.
  • Proficient in the use of computers.
  • Must be able to read and speak English well enough to read technical documents and effectively communicate with team members. Bilingual a plus.
  • Ability to work flexible work schedules including late evenings, early mornings and weekends.
  • Interpersonal skills sufficient to exchange and/or convey information, receive work direction and maintain effective working relationships with all levels of employees, committees and groups and to diffuse situations/conversations that have escalated beyond normal limits.

Technical or Community College, business college or two (2) years from a college or university preferred.
