Job Description

Reports to Chief Operations Officer

Primary Objective of Position

The Operations Manager position is responsible for supervision of the Street Supervisors, Scheduling and Service Support Specialist, Operators, and Dispatch staff in the management of day-to-day operations of Metro Bus’s public transportation system. The Operations Manager is responsible for the administration and/or development of programs to assist with reducing accidents, improving on-time performance, resolving operational issues, customer relations, and enforcing Metro Bus operations rules and policies.

Essential Functions of the Position

1. Management and Supervision of Staff

  • Manage Street Supervisors in daily transit operations including:
    • Monitor Operator’s compliance with established operating procedures, policies, rules, regulations and schedules
    • Monitor service area/route conditions
  • Manage Dispatch staff at Transit Center and Call Center
  • Maintain a visible presence in support of Operator and Dispatch functions and fill in as needed
  • Assist the Human Resource and Safety & Training department in:
    • Screening, interviewing and hiring Street Supervisors, Operators and Dispatchers
    • Planning and preparation of training and re-training programs to new and present operators and dispatchers.
  • Assist the Director of Human Resources with negotiation, interpretation and administration of the terms and conditions of collective bargaining agreements. Work with Union Stewards to ensure contract compliance.
  • Communicate and collaborate with the Maintenance Manager and/or Director to review and address Operator complaints regarding maintenance issues.

2. Manage and Maintain Safe, Effective and Efficient Operations

  • Oversee the safe and efficient delivery of Fixed Route, Commuter and Dial-a-Ride transportation services
  • Analyze and determine Fixed Route, Dial-a-Ride, commuter bus, and dispatch service; national transit database surveyor; work bid development; scheduling and staffing levels
  • Assist Street Supervisors in conducting accident and incident investigations maintaining appropriate written, video and electronic documentation
  • Manage all aspects of compliance with Americans with Disabilities Act (ADA) transportation regulations
  • Manage and analyze internal and external customer issue documentation, investigation and resolution providing follow-up communication with appropriate staff
  • Coordinate with other departments on the use of fleet and/or facilities for special events
  • Participate in preparation of bus operation budget
  • Be available as contact for local emergency services organizations and special work requests

3. Communicate courteously and professionally and maintain respectful working relationships with coworkers and customers in carrying out job functions

4. Perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices

Minimum Qualifications

The job requires a two (2) year degree or certification in computer science, microcomputer, or a related field of study and three (3) year of experience or an equivalent combination of education and experience.

The Community Outreach & Mobility Specialist position is responsible for administration of the Dial-a-Ride application process including assessment and determination of eligibility for Dial-a-Ride service. This position will plan and implement one-to-one, small group and classroom training sessions; community outreach; and external marketing of Metro Bus services.

  • Provide support and coordinate activities of the Dial-a-Ride Appeal and Advisory Committee.

The Information Technology Specialist position is responsible for assisting with monitoring operation of vehicle electronic equipment, computer networks, personal computers, communication, data and security systems. The Information Technology Specialist acts as a resource for investigating and troubleshooting software and hardware issues.

Disabled veterans must also supply a Summary of Benefits Letter from the United States Department of Veterans Affairs or an equivalent letter from a service retirement board. Spouses applying for preference must supply their marriage certificate, the veteran’s DD214 and a Summary of Benefits Letter from USDVAFL or death certificate. All required documentation must be received no later than 4:30 p.m. on the posted closing date.
