Reports to the Maintenance Manager 

Primary Objective of Position

The Mechanic position is responsible for mechanical repair and maintenance of CNG, diesel, and gasoline transit vehicles and other mechanical equipment.

Essential Functions of the Position

Responsible for performing mechanical repairs of Metro Bus property.

  • Overhaul and repair motors, brakes, air units, electrical systems, hydraulic systems, and other mechanical assemblies.
  • Diagnose operating difficulties and make repairs on a variety of hydraulic, engine, air and electrical systems, air conditioning, digital video and fare box.

Job Description

Reports to the Operations Manager

Nature of work

Responsible for general supervisory work in observance of Metro Bus’s public transportation system’s on-street operations by reducing accidents, improving on-time performance and improving customer relations. Observes transit operations, driver performance and service area/route conditions; interprets and applies rules and regulations; and assists with special projects. Reports to the Operations Manager.

Examples of work
  1. Responsible for daily supervision of Fixed Route and Dial-a-Ride Street operations for adherence to terms and conditions under the Collective Bargaining Agreement, policies, rules, regulations and schedules. Assure Metro Bus standards of safety, courtesy and reliability are met. Confer with drivers regarding proper safety procedures, defensive driving techniques, report preparation and new or revised policies, procedures and schedules.
  2. Monitor operations activities through documentation and frequent interaction with all drivers. Responsible for daily observation of driver job performance and conduct. Initiates disciplinary action through the issuance of citations. Make disciplinary recommendations and supports Operations Manager in disciplinary meetings.
  3. Respond to on-board fare box issues and report of on-street vehicle defects. Assess vehicle condition for continued on-street use.
  4. Respond to external and internal customer issues and investigate customer complaints. Resolve customer service issues and advise customers regarding Metro Bus policies, procedures, rules and regulations.
  5. Respond to accidents or other emergency scenes, conduct on-the-street accident investigation, and document information to claims loss adjusting systems.
  6. Prepare and execute operational contingency plans due to unexpected weather, detours, or equipment failure.
  7. Assist in route planning by developing routes and schedules.  Monitor and report bus shelter and bus stop signs for maintenance and improvements.
  8. Assist Transit Center staff to enforce policies and procedures, security issues, loitering and facility cleaning, and grounds maintenance.

Desirable knowledge, skills and experience

Technical or Community College, business college or minimum two years from a college or university in business, public administration, personnel, or transportation or an appropriately related field. Bachelor’s degree preferred. Minimum three years management and supervisory experience. Demonstrated background in transit or vehicle fleet operations, personnel management and supervision or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills:

This position will plan and implement one-to-one, small group and classroom training sessions; community outreach; and external marketing of Metro Bus services.

  • Provide support and coordinate activities of the Dial-a-Ride Appeal and Advisory Committee.
  1. Plan and implement community outreach, training and external marketing of Metro Bus services.
  • Provide community outreach and marketing services to educational institutions, businesses, agencies, organizations and residential facilities to promote Metro Bus services.

Job Description

Reports to Dial-a-Ride Operations Manager

Primary Objective of Position

The Dispatcher position is responsible for Fixed Route and Dial-a-Ride customer service, Operator scheduling and passenger scheduling. The Dispatcher serves as the primary contact to answer customer requests for information by phone, online or in person.

Essential Functions of the Position

1. Responsible for providing customer service to Metro Bus passengers and staff.

  • Operate two-way radio to communicate with Bus Operators and support staff.
  • Notify Street Supervisors of situations requiring attention.
  • Provide transit services and information to Fixed Route passengers and the general public at the Transit Center.
    • Verify and load cash drawer.
    • Sell fair media and tickets.
  • Provide transit services and information to Dial-a-Ride passengers at the Call Center.
    • Receive Dial-a-Ride customer calls.
    • Schedule passenger rides within Operator shifts.
    • Utilize computerized scheduling software to schedule rides and answer customer inquiries.

2. Receive and document customer comments and complaints.

3. Communicate courteously and professionally and maintain respectful working relationships with coworkers and customers in carrying out job functions.

4. Perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

  • Know and follow safety rules and guidelines as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss.
  • Wear proper protective equipment when policy requires or conditions indicate a need exists and utilize proper body mechanics and ergonomics while performing work.
  • When potentially unsafe conditions are observed, make efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

5. Perform other duties and activities as assigned.

Minimum Qualifications

The job requires a high school diploma or equivalent. One (1) year experience in driver or fleet dispatching, customer service or any equivalent combination of education and experience.

Knowledge, skills and abilities required include:

  • Ability to deal tactfully and courteously with co workers, subordinates and the general public and to handle all types of situations.
  • Ability to understand and carry out both oral and written instructions and complete written reports
  • Ability to gain detailed geographic knowledge of the St. Cloud Metropolitan area including the Northstar Highway 10 corridor and downtown Minneapolis.
  • Proficient in the use of computers.
  • Must be able to read and speak English well enough to read technical documents and effectively communicate with team members. Bilingual a plus.
  • Ability to work flexible work schedules including late evenings, early mornings and weekends.
  • Interpersonal skills sufficient to exchange and/or convey information, receive work direction and maintain effective working relationships with all levels of employees, committees and groups and to diffuse situations/conversations that have escalated beyond normal limits.
Desirable Qualifications

Technical or Community College, business college or two (2) years from a college or university preferred.

Physical Demands and Working Environment

1. This position is predominately in a an office environment requiring long periods of sitting.

2. Utilizes personal computer, phone and two-way radio along with other office equipment on a regular basis.

3. Will require minimal travel outside of Metro Bus facilities. Will primarily utilize a Metro Bus vehicle for travel.

This professional driving position includes a high level of customer contact. Dial-a-Ride is for people who have disabilities and their traveling companions. It is door-through-door service and requires an extra hands-on approach to serving our customers. You will not drive a set route, but rather follow a schedule of pick-ups and drop-offs.

  7. Complete clear and detailed written reports.
  8. Act in a manner to promote a positive public image to patrons, motorists, and the general public.

DESIRABLE KNOWLEDGE AND EXPERIENCE

Graduation from high school or equivalent. General knowledge of vehicle operations, motor vehicle laws and safe driving practices. Ability or trainable to handle a large transit vehicle following a schedule of pick-ups and drop-offs. Must be a proper representative through good public relations and common courtesy at all times.

NECESSARY SPECIAL REQUIREMENTS

Good physical condition. Possession of a valid Minnesota commercial motor vehicle license with air brake and passenger transportation endorsements. Above average motor vehicle record and driving skills. Good communications skills. Availability to work flexible work schedules including, morning, afternoon, night, split shifts and weekends.
