FIXED ROUTE OPERATIONS MANAGER

Job Description
NATURE OF WORK

Directly supervise Fixed Route drivers and Street Supervisors in the management of day-to-day operations of Metro Bus’s public transportation system. Secondary supervisory responsibilities include directing Dial-a-Ride drivers, Scheduler, and Dispatch staff as needed. Responsible for resolving operational and customer service issues, enforcing Metro Bus operations rules and policies, and managing transit safety systems. Reports to Chief Operations & Planning Officer.

EXAMPLES OF WORK
  1. Manage Street Supervisors in daily transit operations including monitoring driver’s compliance with established operating procedures, policies, rules, regulations and schedules; and monitor service area/route conditions. Maintain a visible presence in support of driver and dispatch functions. Fill in for Street Supervisors as needed.
  2. Manage and administer the terms and conditions of the collective bargaining agreement. Primary liaison with Fixed Route Union Stewards to ensure contract compliance. Participate on Teamster’s Local #638 and AFSCME Council #65 Union negotiation committees.
  3. Communicate with employees to ensure they are aware of any organizational, operational, or policy changes.
  4. Assist Street Supervisors in conducting accident and incident investigations. Maintains appropriate written, video, and electronic documentation.
  5. Analyze and determine Fixed Route, commuter bus, national transit database surveyor, work bid development, scheduling and staffing levels.
  6. Assist the Human Resources staff in screening, interviewing, and hiring Fixed Route drivers, Street Supervisors, and assist in the planning, preparation, and delivery of training and restraining programs to new and present drivers and dispatchers.
  7. Manage all aspects of compliance with Americans with Disabilities Act (ADA) transportation regulations for Fixed Route.
  8. Manage and analyze Fixed Route internal and external customer issue documentation, investigation, and resolution. Provide follow up communication with appropriate staff.
  9. Participate in preparation of supervisor and Fixed Route bus operation budget.
  10. Contact for local emergency services organizations, special work, and charter requests.
  11. Other duties as assigned.
DESIRABLE KNOWLEDGE, SKILLS AND EXPERIENCES

Bachelor’s degree in business, public administration, personnel, or transportation or an appropriately related field. Minimum five years management and supervisory experience. Demonstrated background in transit or vehicle fleet operations, personnel management and supervision or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills:

  1. Considerable knowledge of vehicle and fleet operations including management and supervision of drivers and support staff.

NATURE OF WORK

Responsible for the training and safety program for fixed-route and paratransit services, including risk assessment, System Safety Program Plan and claims handling.  Coordinate, develop and provide training for maintenance, operations and administrative personnel.  Responsible for direct supervision of Training Instructors and Driver Trainers.  Reports to the Chief Operating Officer.

EXAMPLES OF WORK

  1. Responsible for supervising the Training Instructors and Driver Trainers in the development and delivery of organization wide training initiatives and programs. Consults with appropriate personnel to gain knowledge of work situations requiring training and to better understand changes in policies, procedures, regulations, business initiatives and technologies. Determines training needs and priorities and advises on methods and programs to meet new training objectives.
  2. Responsible for day to day scheduling, counseling and evaluation reports to management. Provides direction and guidance to driver trainers and training instructors. Develops, teaches and monitors contents of classroom training to ensure compliance. Conducts re-certification and re-training classes.
  3. Investigates incidents, accidents and work–related injuries. Follows up with the appropriate department as necessary. Prepares OSHA reports. Typically determines fault or preventability based on the facts identified at the scene.
  4. Coordinates general liability and property damage claims processing by conducting field investigations and responding as necessary to accidents and incidents. Reviews, analyzes and investigates claims to determine cause and calculate liability. Works with third party companies to process claims.
  5. Ensures collaboration between operational supervision and safety supervision, directing the observation of drivers on the road, and correcting safety problems on the scene while documenting violations.
  6. Provides support with safety audits, inspections and testing in the areas of fire/life safety, safety certifications and transit operations on Metro Bus’s facilities, operating divisions, construction sites, work practices, equipment and safety devices.
  7. Works with training staff to continuously evaluate and monitor all existing curriculum. Make recommendations for improvements and oversees implementation of changes.
  8. Responsible for developing and administering the System Safety Program Plan. Maintain employee safety records, plan and conduct safety committee meetings.
  9. Other Duties as assigned.
DESIRABLE KNOWLEDGE, SKILLS AND EXPERIENCES

Bachelor’s degree required. A minimum of three years’ experience as a transit bus operator is preferred. Supervisory experience preferred. Demonstrated background in training or any equivalent combination of education and experience which provides the following knowledge abilities and skills.

  1. Valid MN Driver’s license required and ability to obtain a Commercial Driver’s License with air brake and passenger endorsements. Above average motor vehicle record to maintain insurability.
  2. Comply with the random drug testing provisions for safety sensitive classifications as required by the Department of Transportation (49CFR, Part 655).
  3. Thorough knowledge and understanding of Department of Transportation, Federal Motor Carrier, Department of Homeland Security and Federal Transit Administration rules and regulations and applicable State Regulations.

Job Description
NATURE OF WORK

Responsible for mechanical repair and maintenance of CNG, diesel, and gasoline transit vehicles and other mechanical equipment. Reports to the Director of Maintenance.

EXAMPLES OF WORK
  1. Perform scheduled preventative maintenance and make repairs on CNG, diesel and gasoline transit vehicles.
  2. Overhaul and repair motors, brakes, air units, electrical systems, hydraulic systems, and any other mechanical assemblies.
  3. Occasionally fabricate parts no longer available and periodic welding and iron work.
  4. Properly complete maintenance records and forms.
  5. Perform scheduled preventative maintenance and make necessary repairs on Metro Bus facilities, grounds, and equipment.
  6. Diagnose operating difficulties and make repairs on a variety of hydraulic, engine, air and electrical systems, air conditioning, digital video and fare box.
  7. Monitor driver write-ups in computerized fleet maintenance system and perform repairs.
