Job Description
NATURE OF WORK

Directly supervise Fixed Route drivers and Street Supervisors in the management of day-to-day operations of Metro Bus’s public transportation system. Secondary supervisory responsibilities include directing Dial-a-Ride drivers, Scheduler, and Dispatch staff as needed. Responsible for resolving operational and customer service issues, enforcing Metro Bus operations rules and policies, and managing transit safety systems. Reports to Chief Operations & Planning Officer.

EXAMPLES OF WORK
  1. Manage Street Supervisors in daily transit operations including monitoring driver’s compliance with established operating procedures, policies, rules, regulations and schedules; and monitor service area/route conditions. Maintain a visible presence in support of driver and dispatch functions. Fill in for Street Supervisors as needed.
  2. Manage and administer the terms and conditions of the collective bargaining agreement. Primary liaison with Fixed Route Union Stewards to ensure contract compliance. Participate on Teamster’s Local #638 and AFSCME Council #65 Union negotiation committees.
  3. Communicate with employees to ensure they are aware of any organizational, operational, or policy changes.
  4. Assist Street Supervisors in conducting accident and incident investigations. Maintains appropriate written, video, and electronic documentation.
  5. Analyze and determine Fixed Route, commuter bus, national transit database surveyor, work bid development, scheduling and staffing levels.
  6. Assist the Human Resources staff in screening, interviewing, and hiring Fixed Route drivers, Street Supervisors, and assist in the planning, preparation, and delivery of training and restraining programs to new and present drivers and dispatchers.
  7. Manage all aspects of compliance with Americans with Disabilities Act (ADA) transportation regulations for Fixed Route.
  8. Manage and analyze Fixed Route internal and external customer issue documentation, investigation, and resolution. Provide follow up communication with appropriate staff.
  9. Participate in preparation of supervisor and Fixed Route bus operation budget.
  10. Contact for local emergency services organizations, special work, and charter requests.
  11. Other duties as assigned.
DESIRABLE KNOWLEDGE, SKILLS AND EXPERIENCES

Bachelor’s degree in business, public administration, personnel, or transportation or an appropriately related field. Minimum five years management and supervisory experience. Demonstrated background in transit or vehicle fleet operations, personnel management and supervision or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills:

  1. Considerable knowledge of vehicle and fleet operations including management and supervision of drivers and support staff.
  2. Ability to deal tactfully and courteously with co-workers, subordinates, and the general public and to handle all types of situations.
  3. Must be able to maintain a high level of confidentiality.
  4. Must be able to read and speak English clearly. Bilingual is a plus.
  5. Ability to understand and carry out both oral and written instructions and complete written reports.
  6. Availability to work a flexible and rotating schedule including weekends, early morning, and late nights.
  7. Must have a Department of Transportation health card and a valid Minnesota commercial motor vehicle license with air brake and passenger transportation endorsements. Above average motor vehicle driving record to maintain insurability. Must not have been convicted of any felony charges involving drugs, alcohol, violence, theft or arson to satisfactory pass a criminal background check.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
  1. This position is alternately an office environment and off-site locations including buses and support vehicles. Alternating periods of sitting and walking.

The Human Resources Director is responsible for the management of all human resources functions. Responsibilities include developing policies and procedures, providing technical advice in all areas of human resources administration, risk management, and regulations. The Human Resources Director is also responsible for the direct supervision of the Human Resources Specialist.

NATURE OF WORK

Responsible for management of human resource functions. Develops policies and procedures and provides technical advice in all areas of human resources administration, risk management, and regulations. Receives direct supervision from the Chief Finance and Administration Officer. Responsible for direct supervision of the Human Resources Specialist.

EXAMPLES OF WORK
  • Coordinates and directs employee recruitment, selection, background checks and coaching. Manage employee relations and retention.
  • Oversees administration of the benefits program. Evaluates and compares existing benefits, participates in industry surveys, analyzes survey results and develops recommendations for improving the benefits program. Manages the annual open enrollment benefit process. Oversees staff development and employee events for the organization.
  • Plans and coordinates new employee on-boarding and orientation. Oversees the preparation of new employee orientation packets.
  • Responsible for administration of the Drug and Alcohol program including development of the Drug and Alcohol Policy, selecting testing providers, employee testing process, training, SAP/EAP, return to work process and annual FTA reporting.
  • Oversees employee leaves of absences, including FMLA, Parenting and Military Leave, etc.; advises employees on eligibility for continued benefits during leaves, and administers COBRA notices.
  • Oversees the Worker’s Compensation program, including investigating and processing claims, reviewing claims for trends, and identify areas to reduce the number and severity of claims. Manages the return to work process. Acts as a member of the Safety Committee.
  • Manages the grievance and discipline process in conjunction with the applicable department head. Provides advice and coaching to employees and management on personnel and performance issues, including promotions, discipline, grievances, etc.
  • Represents the organization in developing, interpreting, implementing, and enforcing contracts, personnel policies, and procedures, AA/EEO and Title VI. Responsible for compliance with the Data Practices Act.  Responsible for ensuring compliance with state and federal employment laws.  Communicates changes in policies and procedures to affected employees and provides training as necessary to ensure proper compliance.  Investigates respectful workplace complaints.
  • Member of the negotiating team for bargaining agreements.
  • Administers the Commission’s Pay Equity and other related wage administration programs; prepares and disseminates information regarding employee salaries and benefits as required by law. Periodically updates job descriptions.
  • Organizes and maintains all current and historical personnel records. Prepares and maintains statistical information on personnel; oversees submission of reports to the Minnesota Department of Labor, Federal Transit Administration, and other entities as needed.
  • Provides direction and leadership to the human resources staff in the performance of their duties, establishing work priorities, and in achieving management initiatives.
  • Recommend and provide information relative to the Human Resources Department budget.

TRANSIT BUS FUELERS

A valid CDL Driver’s License without an airbrake restriction is preferred but not required.  Passenger endorsement is also preferred but not required.  An applicant without a CDL Driver’s License or passenger endorsement would need to pass the required CDL written tests prior to being considered for employment.
